Add all ingredients to a saucepan. Bring to a boil, stirring until brown sugar is dissolved. Reduce heat and simmer for 15-20 minutes. Remove from heat and strain into a heatproof pitcher or another saucepan. Discard cloves and cinnamon sticks. Allow to cool slightly to a comfortable drinking temperature.
Pour into heat proof mugs and garnish with citrus slices and fresh cinnamon sticks.
